Measured where, and how?
The most stable digital signal in the world will always accumulate jitter if it is transmitted down a cable between two pieces of equipment. It takes extremely expensive and sophisticated test equipment to measure jitter in the picosecond range accurately. Based on this, I would say that there is a very good chance that this value was not actually measured at the receiver of the IS2/RS-485 signal.
